b) The candidates should affix their signature in the appropriate box given in the online application form in running hand writing. Placing initials as signature is not acceptable. Writing full name in the box in capital letters would not be accepted as signature and the application form

Photocopies of documents to be enclosed along with the print out of the online filled in application:

 The candidates are instructed to enclose only photocopies of the following certificates along with the filled in online application form.

(a) NEET- UG 2019 Admit card and Score card.

(b) Class X Mark Sheet (both sides of Mark Sheet should be photocopied).

(c) Class XI Mark Sheet (both sides of Mark Sheet should be photocopied).

(d) H.S.C. Mark sheet (both sides of mark sheet should be photocopied)

    or any other equivalent examination.

(e) Transfer certificate obtained after the completion of H.S.C. or equivalent courses.

(f) Certificate for proof of study from VI std. to XII std.

(g) Nativity certificate for the candidates who have partly studied outside Tamil Nadu from Standard VI to Standard XII along with supporting documents as mentioned in (f) under ‘Nativity’

(h) The candidate who is native of Tamil Nadu and have studied from 6th Std. to 12th Std. in schools of Tamil Nadu should submit supporting documents of the parent’s certificates as mentioned in (b) under ‘Nativity’.

(i) Permanent Community Certificate Card.

(j) First Graduate Certificate (if applicable).

The candidate who claim the benefit of a First Graduate should submit their certificate issued by the competent authority to their respective Colleges on securing the admission.

(k) Special Category Form with an additional fee of Rs.100/- via Bank payment portal or by means of Demand Draft drawn in favour of

“The Secretary, Selection Committee, Kilpauk, Chennai-10”      

payable at Chennai with relevant certificates for Persons with Benchmark Disabilities, Eminent Sports Person (in person) and Ex-Servicemen, if applicable.

(l) All the entries in the online application form should be filled by the candidate carefully. The candidate should ensure that all information including the marks in the qualifying examination furnished by him / her in the application and the enclosures are correct.

 QUALIFYING CRITERIA:

Admission to MBBS / BDS Degree Courses shall be based solely on marks obtained in the National Eligibility-Cum-Entrance Test (NEET–UG 2019)

a) In order to be eligible for admission to MBBS / BDS Courses for a particular academic year, it shall be necessary for a candidate to obtain minimum of marks at 50th percentile in National Eligibility Cum Entrance Test to MBBS / BDS Courses held for the said academic year. However, in respect of candidates belonging to Scheduled Castes, Scheduled Tribes, Other Backward Classes, the minimum marks shall be at 40th percentile. In respect of candidates with Bench Mark Disabilities specified under the Rights of Persons with Disabilities Act, 2016, the minimum marks shall be at 45th percentile for unreserved category candidates and 40th percentile for SC/SCA/ST/OBC candidates.

b) Provided when sufficient number of candidates in the respective categories fail to secure minimum marks as prescribed in National Eligibility Cum Entrance Test held for any academic year for admission to MBBS / BDS Courses, the Government of India in consultation with Board of Governors in Supersession of the Medical Council of India and Dental Council of India may at its discretion lower the minimum marks required for admission to MBBS/BDS Courses for candidates belonging to respective categories and marks so lowered by the Government of India shall be applicable for the said academic year only.

c) To be eligible for admission to the MBBS / BDS Courses, a candidate must have passed in the subjects of Physics, Chemistry, Biology/Bio-technology and English individually and must have obtained a minimum of 50% marks taken together in Physics, Chemistry, Biology / Bio-technology at the Qualifying Examination as mentioned in Graduate Medical Education Regulations-1997 as amended in 2018 and BDS Course Regulations, 2007 and in addition must have come in the merit list of National Eligibility Cum Entrance Test for admission to MBBS / BDS Courses. In respect of the candidates belonging to the SC, ST and OBC category, the marks obtained in Physics, Chemistry, Biology / Bio-technology taken in qualifying examination and competitive examination (Physics, Chemistry, Biology) must be 40% marks instead of 50%. In respect of candidates with Bench Mark Disabilities specified under the Rights of Persons with Disabilities Act, 2016, the minimum marks in qualifying examination in Physics, Chemistry and Biology/Bio-Technology taken together must be 45% instead of 50% for Unreserved category candidates and 40% for SC / ST / OBC candidates.

d) Candidates who have passed 10+2 from Open School or as privatecandidates shall not be eligible to appear for ‘National Eligibility Cum Entrance Test’. Furthermore, study of Biology / Biotechnology as an Additional subject at 10+2 level also shall not be permissible. The proviso in italics has been subject matter of challenge before the Hon’ble High Court of Delhi, Hon’ble High Court of Allahabad, Lucknow Bench and Hon’ble High Court of Madhya Pradesh at Jabalpur. The provisions of the regulations disqualifying recognised Open School Board candidates and the candidates who have studied Biology / Biotechnology as an additional subject has been struck down.

 “The Medical Council of India has preferred Special Leave Petitions

before the Hon’ble Supreme Court. Therefore, the candidatures of

candidates in the NEET (UG)-2019 who have passed the qualifying

examinations i.e. 10+2 from National Institute of Open Schooling or

State Open Schools or as private candidates from recognised State

Boards; or with Biology / Biotechnology as additional subject shall be

allowed but subject to outcome of Special Leave Petitions/Appeals

filed by the Medical Council of India”.     

  NON-ELIGIBILITY CRITERIA:

(a) Candidates who have passed the H.S.C or its equivalent Government

examinations in the Vocational Stream as their elective or specialization

and private candidates, who have passed 10 + 2 from Open School are not

eligible to apply for the MBBS / BDS Degree Courses.

(b) The selection and admission of candidates of other Universities / Boards will be provisional, subject to the No Objection Certificate given by theTamil Nadu Dr. M.G.R. Medical University, Guindy, Chennai. In case, NoObjection Certificate is not accorded for the admission of the candidate onany ground, the provisional allotment of the candidate for continuance of the course and the admission will be cancelled.

(c) Candidates presently pursuing the MBBS course in Tamil Nadu or in otherStates of India or other countries in the world are NOT ELIGIBLE to apply for the MBBS Course once again.

(d) Candidates presently pursuing the BDS course in Tamil Nadu or in otherStates of India or other countries in the world are NOT ELIGIBLE to apply for the BDS Course again.

 NATIVITY:

(a) Candidates should be a Native of Tamil Nadu.

 (b) Candidates belonging to Native of Tamil Nadu and having studied from

Standard VI to Standard XII in schools of Tamil Nadu need not submit their“Nativity Certificate”. However, such candidates should produce the true copies of their parent’s certificates such as Birth Certificate, Ration Card SSLC / 10th / 12th / Degree / Diploma / Professional course. In case, parents are not literate, then No Graduation Certificate for parents, from the Revenue Authority of competent jurisdiction, to substantiate their parent’s place of birth in Tamil Nadu and also “Parent’s Community Certificate to claim the communal reservation”. If the candidates do not submit the above mentioned certificates, then the candidates will be considered under Open Category only.

(c) Candidates belonging to other States who are residing at Tamil Nadu

cannot claim nativity of Tamil Nadu and they will be considered under Open Category.

(d) The other State candidates who are not native of Tamil Nadu and have

studied from Standard VI to XII in Tamil Nadu will be considered under

Open Category.

(e) Permanent Residence Certificate in lieu of Nativity Certificate will not be accepted.

(f) Candidates who are Native of Tamil Nadu, but studied from VI Standard to XII Standard outside Tamil Nadu either partly or completely in one or more States should produce the true copies of their parent’s certificates such as Birth Certificate, Ration Card, SSLC / 10th / 12th / Degree / Diploma /Professional course. In case, parents are not literate, then No Graduation Certificate for parents, from the Revenue Authority of competent jurisdiction, to substantiate their parent’s place of birth in Tamil Nadu and also “Parent’s Community Certificate to claim the communal reservation”. If the candidates do not submit the above mentioned certificates, then the candidate’s application will be summarily rejected.

(g) Nativity Certificate obtained prior to the last date of receipt of filled in application alone will be accepted and sending the Nativity Certificateseparately will not be entertained.

(h) If false Nativity certificate is submitted and at a later date, if it is found out, then the candidate will be expelled from the course and also criminal proceedings will be initiated against the candidate as well as his/her parents as per provision of the law.

NUMBER OF ATTEMPTS

The  maximum  number  of  attempts  made  for  passing  the  qualifying  examination  is limited to THREE for SC / SCA / ST candidates and TWO for other candidates.

The improvement marks in HSC or equivalent examination of any year will not be considered.

 VOCATIONAL STREAM CANDIDATES:

Five per cent of the  total number of seats  in BVSc & AH  is reserved for  the  candidates  studied  under  Vocational  Stream  of  HSC.  The  candidates  from Vocational  Stream  shall  be  considered  for  admission  to  BVSc  &  AH  degree programme  only  against the seats reserved for them and they will not be considered under other categories.

QUOTA FOR VETERINARY COUNCIL OF INDIA (VCI) FOR BVSC & AH   

Fifteen percent of the total number of seats in BVSc & AH degree is reserved for the candidates selected by the Veterinary Council of India, New Delhi.

 Quota  for  Indian  Council  of  Agricultural  Research  (ICAR) for B.Tech  (Food Technology): Fifteen  percent  of  the  total  number  of  seats  in B.Tech  (Food Technology) degree is reserved for the candidates selected by the ICAR, New Delhi.  

SUBMISSION OF ONLINE APPLICATIONS

Candidates  should  fill  and  submit  applications  online  at  www2.tanuvas.ac.in, www.tanuvas.ac.in  on  or  before  11.06.2018,  6:00  PM. Further,  Candidates  should  also download  the  filled  in  application  and  submit  the  hard  copy  along  with  required  attested documents  /  certificates  including  certificates  pertaining  to  special  category,  if  applicable.

Candidates  who  are  willing  to  apply  for  BTech  (Food  Technology),  BTech  (Poultry Technology)  and  BTech  (Dairy  Technology)  can  submit  their  online  application  through single  pooled  BTech  application  and  the  candidates  can  choose  the  course  BTech  (Food Technology)  or  BTech  (Poultry  Technology)  or  BTech  (Dairy  Technology)  based  on  their rank in pooled BTech course Ranklist.  Candidates  who apply for  BVSc & AH and BTech course  should  submit  the  hardcopy  of  application  separately  for  each  course  along  with necessary  enclosures  in  separate  cover. 

Print  out  of  the  downloaded  filled  in application(s)  and  all necessary  enclosures should  reach  The  Chairman,  Admission Committee (UG), TANUVAS, Madhavaram Milk Colony, Chennai  -600 051  on or before 18.06.2018, 5:45 PM.

Selection  for  admission  to  BVSc  &  AH  and  BTech  (Food  Technology),  BTech (Poultry  Technology)  and  BTech  (Dairy  Technology)  degree  programmes  will  be  done  by counselling  on  basis  of  merit  of  aggregate  marks  duly  following  communal  reservation  of Government of Tamil Nadu.  The exact date of counselling will be intimated to the individuals who are called for counselling. 4.  If,  for  any  reason  (for  want  of  more  details),  the  candidate  is  not  able  to  fill  in  all  the required  columns  at  a  stretch,  he  /  she  may  SAVE  the  application  for  future  access.

Upon saving the application, the candidate will be given a  Login ID and password  for editing the contents later and submission before the due date.

5.  After filling in all the relevant columns in the application, the candidates may recheck the details provided by them before submission through PREVIEW.

9.  No addition, deletion or alteration of any particulars relating to the application is

10. AFTER  SUBMITTING  THE  APPLICATION  ONLINE,  THE  CANDIDATES  SHOULD TAKE  THE  PRINTOUT,  DULY  SIGN  (APPLICANT  AND  PARENT  /  GUARDIAN), ATTACH  RELEVANT  CERTIFICATES/  DOCUMENTS  AND  SEND  THEM SEPARATELY FOR EACH APPLICATION BY POST / IN PERSON BEFORE THE DUE DATE.

11. The  certificates  /  documents  include  attested  copy  of  HSC  /  CBSE  /  other  equivalent mark sheet, copy of Transfer Certificate, attested copy of Community Certificate, attested copy of Aadhaar card,  attested copies of Certificates for Special categories if required, attested copy of Nativity Certificate if required. Attestation should be obtained from the Head of the Institution where the candidate last studied or Group A / B Officers/ Gazetted officers  of  the  state  Governments  in  all  the  copies  of  certificates  /  documents  being submitted.

12. If the candidate has applied for more than one degree course  (BVSc & AH and BTech), the  downloaded  online  filled  application  along  with  necessary  enclosures  should  be placed  in  a  separate  unfolded  envelope  superscribed  with  name  of  the  degree programme and placed in a bigger unfolded cover  and send to  “The Chairman, Admission  Committee  (UG),  Tamil  Nadu  Veterinary  and  Animal  Sciences University, Madhavaram Milk Colony, Chennai – 600 051” so as to reach on or before 18.06.2018, 05.45PM.

Applications  received  after  the  prescribed  due  date  and  time  will  not  be considered  on  any  account.  The  University  will  not  take  any  responsibility  for postal  delays.  The  candidates  are  therefore  advised  to  submit  their  applications online and send their applications sufficiently early.

13. In  case  of  revaluation  /  re-totaling  in  respect  of  qualifying  examination,  the attested  copy  of  revaluation  /  re-totaling  mark  certificate  should  be  sent  to  “The Chairman,  Admission  Committee  (UG)”,  immediately  by  mentioning  the  application number already submitted.

14. Candidates  should  ensure  that  correct  particulars  of  date  of  birth,  community, marks and nativity are furnished by him/her in the application. On scrutiny, if any of these particulars furnished in the application are found incorrect:

i.  He / she will forfeit the admission to the degree programme itself, no matter at what stage of the course he / she may be at that time.

ii.  He / she will be debarred from pursuing any degree programme of this University and other Universities of Tamil Nadu for a period of three years.

iii.  Legal action will be initiated against him / her for furnishing wrong information.

iv.  Admission  is  subject  to  verification  of  mark  certificates  by  the  Director  of Government  Examinations  and  if  the  mark  certificate  is  found  to  be  bogus, admission is liable for cancellation besides criminal action being taken.

15. Community Certificate  is subject to verification by the District Vigilance Committee of the  district  concerned  and  if  the  community  of  the  candidate  is  found  to  be  untrue, admission is liable for cancellation besides criminal action being taken.

Aggregate Mark is calculated as follows:

Aggregate Mark = Sum of [(marks obtained in each subject /maximum mark for that

subject) X 50] all the four subjects considered under Group I, II, II (A) & III.

Higher Secondary Course (HSC) – Vocational Stream

Five per cent of seats of B.Sc.(Hons.)  Agriculture, B.Sc.(Hons.)  Horticulture, B.Sc.(Hons.)  Forestry and B.Tech. (Agricultural Engineering) programmes in TNAU Constituent colleges are exclusively reserved for candidates who have qualified under Vocational Stream and therefore they shall not be considered under general merit and any other reservation categories. Vocational group candidates are eligible only for the degree programs indicated below:

I.  Candidates who passed Higher Secondary Course (HSC) under Vocational stream and studied Biology and Agricultural Practices as vocational subject including theory and  practical  are eligible to apply for the degrees, B.Sc.(Hons.) Agriculture, B.Sc.(Hons.) Horticulture, B.Sc.(Hons.) Forestry and B.Tech. (Agricultural Engineering).

II.  Candidates who passed HSC under vocational stream and studied any one of the subjects, namely, Biology or Mathematics or Physics and vocational subjects including theory and practical of Agricultural Practices are eligible to apply for the degree B.Tech. (Agricultural Engineering).

Candidates who passed Higher Secondary Course (HSC) under Vocational stream are NOT ELIGIBLE for Management Quota under Affiliated Colleges.

Eligible Minimum Qualifying Marks (Academic Stream / VocationalStream)

Open Competition (OC) : 55 % aggregate of all the four required subjects.

Backward Class (BC) and Backward Class Muslim (BCM): 50 % aggregate of all the four required subjects.

Most Backward Class and Denotified Communities :45 % aggregate of all the four required subjects.

Scheduled Caste (SC / SCA) : A pass in qualifying  examination with four required subjects.

AGE LIMIT :

Candidates should not have completed the age of 21 years on the first day of July of the admission year (i.e. as on 01.07.2018). However, for Scheduled Castes (SC), Scheduled Caste-Arunthathiars (SCA) and Scheduled Tribes (ST) there is NO AGE LIMIT.

NATIVITY :

Candidates of Tamil Nadu Nativity only will be considered for admission.

However, candidates who have studied 10,11 and 12 Standards in Tamil Nadu will be considered for admission, on producing proof of having studied those Standards in Schools located at TamilNadu.The candidates who have not studied 10,11 and 12 standards in Tamil Nadu should produce the Certificate of Permanent Residence in Tamil Nadu in the prescribed proforma (Appendix VII) issued by the competent authorities. Candidates possessing community certificate issued by Government of Tamil Nadu need not submit Appendix VII.

 MODE OF SELECTION:

Selection process is done through online counseling.

However, counseling in person will be conducted for Special researvations (Differently abled, Eminent Sports person, Ex-servicemen, Descendents of freedom fighters, NRI, and Industrial Sponsorship) and vocational stream candidates.

COUNSELING:

Candidates can choose the degree and college, based on their rank during online counseling, as per the ranking procedure (given in page 11 of the Prospectus). If the marks are to be updated or corrected, candidates need to report through online from their registered e-Mail ID to ugadmissions@tnau.ac in along with relevant documents.

•  Online counseling system will be followed for all degree programs and campus allotment.

•  After the release of rank list, candidates shortlisted will be informed through SMS and e-mail. The ratio of ‘number of vacant seats’ : ‘number of candidates shortlisted for counseling’ will be normally 1:5. Calling for online counseling is not a guarantee for admission.

•  Shortlisted candidates must pay a non-refundable counseling fee of Rs.2000/- (Rs. 1000/- for SC / SCA / ST categories) through online. Those who have not made the counselling fee will not be considered for online counseling.

•  After online payment of counseling fee, candidates are permitted to attend the online counseling on specific dates and modify the order of preference for college and degree program already exercised in the application ONLY ONCE which is final and cannot be modified in the subsequent counselling / sliding sessions. During online counselling, If no modification is done in the choice of college and degree program, the preferences given in the application will be considered for seat allotment.

•  On expiry of online counseling date of the respective phase, the degree and college allotment will be done based on the choice exercised by the candidate, merit and communal reservations. The allotment will be informed to the candidates through sms and e-mail, besides, publishing on the TNAU website. The detailed instructions on Admission fee payment, Downloading of Allotment letter and documents required for verification will be informed through registered email.

•  The Candidates registered (Counseling fee paid) for online counseling and not got any allotment, will be considered for subsequent sliding process, if vacancy arises.

•  After the online counseling, candidates will be called for certificate / document verification. After certificate / document verification the candidates have to submit their original certificates to confirm their seat allotted to them.

•  The candidates are required to pay an amount of Rs. 20,000/- towards admission fee by online mode before coming for certificate  /  document verification at TNAU, Coimbatore.

Only on successful payment of admission fee, the allotment letter can be downloaded.

This amount will be adjusted in their semester fee. Paying of this amount alone does not guarantee the confirmation of seat. Confirmation will be done only after the verification of certificates / documents. Provisional admission card will be issued after successful verification.

•  Once provisional admission card is issued, the Admission fee paid (Rs.20,000/-) is NOT REFUNDABLE.

•  If any information (Marks and qualification, Community, Date of Birth, Nativity etc.,) found incorrect, the candidature will summarily rejected. Any delay in submission of certificates / documents and payment of fees will result in cancellation of seat.

•  Separate INPERSON counseling will be conducted at TNAU Coimbatore for special reservations (Differently abled, Eminent Sports person, Ex-servicemen, Descendents of freedom fighters, NRI, and Industrial Sponsorship quotas) and vocational stream.

SLIDING SYSTEM:

If any vacancy arises, based on the choice exercised and willingness expressed for sliding, at the time of document verification, candidates will be moved to their best preferred choice of Degree and College based on merit and communal reservation.

Sliding system will be followed after each counseling based on vacancy arises.

SYSTEM OF EDUCATION:

The pattern of instruction and evaluation in the University is the “Semester Course Credit System” in the medium of English. All Undergraduate  Programs are of eight Semesters (4 years) duration. An enrolled student in order to earn a Bachelor’s Degree should complete the course credits prescribed from time to time and should have earned a minimum Overall Grade Point Average (OGPA) of 6.50 out of10.00.

The e-learning initiatives in TNAU necessitate use of laptop for learning as well as for assignments. Admitted candidates may preferably have Laptop throughout their courses.

AGE LIMIT      

Candidates should have completed Seventeen years of age on or before 31st of December, 2018.  Evidence should be produced.

NATIVITY       

i. Candidate should be a Native of Tamil Nadu.

ii. Overseas citizens of India who are registered under section 7A of the Citizenship Act 1955 (Central Act 57 of 1955) are eligible to apply for M.B.B.S. course subject to the production of proof of such registration. However, they will be considered under Open Category.

iii. Candidates who have studied from VI to XII standards at schools inside Tamil Nadu need not enclose the “Nativity Certificate”.

iv. Candidates who are native of Tamil Nadu but studied from VI to XII Std either partly or completely at schools situated outside Tamil Nadu should produce the “Nativity Certificate”. They should also produce true copies of their parent’s birth certificate /SSLC/HSC/Degree Certificate and Ration Card /Passport. Otherwise they will be considered under Open Category.

 v. Permanent Residence Certificate in lieu of Nativity Certificate will not be accepted.

vi. The applicant should have applied for NEET-UG 2018 as a candidate of Tamil Nadu.

vii. Other State candidates who are not native of Tamil Nadu but studied from VI to XII standards at schools in Tamil Nadu will be treated under Open Category.

 viii. Production of false Nativity Certificate, if found during the course of study, will result in expulsion of the candidate and also initiation of criminal proceedings against the candidate as well as the parents as per provision of law.

 EDUCATIONAL QUALIFICATION

(a) Eligibility for admission to MBBS/BDS Degree Courses within the respective category shall be based solely on marks obtained in the Eligibility-cum-Entrance Test (NEET-UG 2018).

(b) In the NEETUG 2018,  candidates belonging to various categories should have obtained the following minimum Percentile score:

Open Category or Other Communities : 50 Percentile (119 Marks out of 720)

BC, BC(M), MBC, DC,SC,SC(A) and ST : 40 Percentile (96 Marks out of 720)

C/w Locomotory Disability of Lower Limbs : 45 Percentile (107 Marks out of 720)

(c)  Candidates should have passed in all the subjects of the qualifying examination of the Higher Secondary Certificate Examination (Academic) conducted by the Tamil Nadu State Board/any other equivalent Board with subjects Physics, Chemistry, Biology/Biotechnology and English and securing minimum eligible marks as given below in the above subjects taken together.

 (c) Candidates undergoing MBBS course are NOT ELIGIBLE to apply for MBBS course.

 (d) Candidates undergoing BDS course are NOT ELIGIBLE to apply for BDS course.

MBBS:

BDS :-

a) The candidates (OC / BC/ BCM / MBC / DNC) should have obtained not less than 50% of the aggregate marks in Physics, Chemistry and Biology / Botany and Zoology taken together at the qualifying examination.

 b) Scheduled Caste, Scheduled Caste – Arunthathiyar and Scheduled Tribe the aggregate marks required for admission shall be 40%.

 The minimum marks for the candidates under Orthopaedically Physically Disabled Category – (Locomotory disability of Lower Limbs alone)is as follows: a) OC / BC / BCM / MBC / DNC – 45% of marks in the above prescribed subjects taken together in the qualifying examination b) SC / SCA / ST should have obtained a minimum of 40% of marks in above prescribed subjects taken together in the qualifying examination.

Note:- i) Only the Marks obtained in the science subjects in the H.S.C., qualifying examination as a whole in the first appearance will alone be taken into consideration for the allotment of seats to the candidates as per the G.O. (Ms.) No.184, Higher Education (J2) Department, dated 09.06.2005 and G.O. (Rt.) No.143, Higher Education (J2) Department, dated 06.05.2008.

 ii) Candidates who have passed any other equivalent examinations in the first attempt with the same group of subjects mentioned above should produce the eligibility certificate from the Tamil Nadu Dr. M.G.R. Medical University before admission to the course

iii) In the case of candidates who have furnished the mark sheets of the qualifying examination, only in GRADES, the minimum marks of the grades alone will be taken into consideration while determining the marks in the select Science subjects of Physics, Chemistry and Biology or Botany and Zoology.

 iv) Candidates who have submitted mark sheets with GRADES should obtain the statement of marks indicating the actual marks secured from the examination authority and attach a certified copy as an enclosure to the application Normalization method will be adopted for calculating the minimum eligibility mark for the candidates who have passed any other equivalent examination.

Normalization Of Marks: As per the Tamil Nadu Act No 3 of 2007, dated 05.03.2007 and G.O. (Ms.) No.77, Higher Education (J2) Department, dated 05.04.2007, the marks obtained by the students in the relevant subjects in the qualifying examination conducted by the various Boards or Authority shall be equated with the marks obtained by the students in the same subjects in the qualifying examination conducted by the State Board of Tamil Nadu by adopting the method of normalization

Explanation : – Under the method of normalization the highest mark obtained by the students of various Boards in each subject will be equated to the highest mark obtained by the students of State Board in that subject and the relative marks obtained by other students in that subject will be determined accordingly.

Illustration: – If the highest mark secured by the student of State Board in Physics is 100 and the highest mark secured by a student of any other Board in the same subject is 90, both the highest mark will be considered to be equal to 100. If a student of the Other Board secures 60 marks in Physics when the first mark in Physics in the same board is 90, the 60 marks will be considered to be equal to 66.66 marks as arrived at below:-

 100 x 60 = 66.66%

After normalization of marks in the relevant subjects in the qualifying examination conducted by different Boards, the qualified students of different Boards will be merged into a common merit list. Incase of candidates who have qualified from National boards such as CBSE and ISCE etc., the highest marks obtained by candidate at the National Level alone will be taken into consideration.

Scholarships:

 The students of Annamalai University can avail the Government Scholarships subject to eligibility.

 FIRST GRADUATE TUITION FEE CONCESSION

In the G.O. (st) No 85 Higher Education (J2) Department dated: 16.04.2010, the Government of Tamil Nadu has ordered to grant tuition fee concession to the candidates who are to be the first graduate in a family. From the year 2013-14 onwards the tution fee concession for First Graduate has also been extended to the students in Annamalai Univeristy.

For claiming First Graduate Tuition Fee concession, candidates should submit the following details: Certificate obtained from Head Quarters Deputy Tahsildar in the format prescribed in the G.O. (electronic form / digitally signed e-Certificate only will be accepted) which necessarily should include the names of applicant’s father, mother, father’s father, father’s mother, mother’s father, mother’s mother, brother(s) and sister(s) and joint declaration by the applicant and parent/guardian in the prescribed format (Annexure-VIII a, VIII b).

If the applicant’s Brother or Sister has availed First Graduate Tuition Fee Concession for studying Professional Courses, then the applicant is not eligible for such concession.

ELIGIBILITY CRITERIA

1 Candidate should be a Citizen of India.

2 Overseas citizens of India who are registered under section 7A of the Citizenship Act 1955 (Central Act 57 of 1955) are eligible to apply for M.B.B.S. course subject to the production of proof of such registration.

NATIVITY

i. Candidate should be a Native of Tamil Nadu.

 ii. Candidates who have studied from VIII to XII standards at schools inside Tamil Nadu need not enclose the “Nativity Certificate”.

iii. Candidates who are native of Tamil Nadu but studied from VIII to XII Std either partly or completely at schools situated outside Tamil Nadu should produce the “Nativity Certificate”.

 iv. The Nativity Certificate in Tamil Nadu should be issued by the competent authority only in the specified format available in the prospectus (Annexure-VII (b)) and supported by a copy of Passport/Ration Card /Birth Certificate. If the copy of the supporting document is not produced, then the application will be rejected. Nativity Certificate submitted later will be summarily rejected. v. Online Applications without a proper Nativity Certificate will not be considered. Permanent Residence Certificate will not be accepted.

vi. Nativity Certificate should be produced as per Instructions for Nativity Certificate in

Annexure-VII (a).

vii. Production of false Nativity Certificate, if found during the course of study, will result in expulsion of the candidate and also initiation of criminal proceedings against the candidate as well as the parents as per provision of law.

 AGE LIMIT

Candidates should have completed Seventeen years of age on or before 31st of December, 2016. (i.e) should have born on or before 31.12.1999. Evidence should be produced.

 EDUCATIONAL QUALIFICATION

Candidates should have passed in all the subjects of the qualifying examination of the Higher Secondary Certificate Examination (Academic) conducted by the Tamil Nadu State Board/any other equivalent Board in one and the same attempt (single sitting) with the following group of subjects and securing minimum eligible marks.

 (a) Physics, Chemistry, Botany and Zoology.

 (or)

 (b) Physics, Chemistry, Biology with any other subject.

Candidates who have passed the HSC in the Vocational Stream and private candidates are not eligible to apply for Medical Course.

 Minimum Eligibility Marks

(i) Other Communities

(a) A minimum of 60% marks in Biology or Botany and Zoology taken together.

(b) A minimum of 60% marks in each of the subjects of Physics and Chemistry.

(c) Weighted aggregate of the percentage of marks in (a) and the percentage of marks in (b) should not be less than 140 out of 200 marks.

 (ii) Backward Class and Backward Class Muslim

 (a) A minimum of 60% marks in Biology or Botany and Zoology taken together.

(b) A minimum of 60% marks in each of the subjects of Physics and Chemistry.

(c) Weighted aggregate of the percentage of marks in (a) and the percentage of marks in (b) should not be less than 130 out of 200 marks.

(iii) Most Backward Classes and Denotified Communities

(a) A minimum of 55% marks in Biology or Botany and Zoology taken together.

(b) A minimum of 55% marks in each of the subjects of Physics and Chemistry.

(c) Weighted aggregate of the percentage of marks in (a) and the percentage of marks in (b) should not be less than 120 out of 200 marks.

 (iv) Scheduled Castes, Scheduled Caste–Arunthathiyar, Scheduled Tribes                       

(a) A minimum of 40% marks in Biology or Botany and Zoology taken together.

(b) A minimum of 40% marks in each of the subjects of Physics and Chemistry.

(c) Weighted aggregate of the percentage of marks in (a) and the percentage of marks in (b) should not be less than 80 out of 200 marks.

 (v) The minimum marks for the candidates under Orthopaedically Physically Disabled Category – (Locomotory disability of Lower Limbs alone) is as follows:

 (a) OC / BC / BCM / MBC / DNC – 45% marks in the above prescribed subjects taken together in the qualifying examination.

(b) SC, SCA and ST – 40% marks in the above prescribed subjects taken together in the qualifying examination.

Note: · The marks obtained in the science subjects in the HSC qualifying examination as a whole in the first appearance will alone be taken into consideration for the allotment of seats to the candidates as per the G.O.Ms.No.184.HE (J2) Dept., dt 09.06.2005 and G.O. (Rt). No.143 HE (J2) Dept dt 06.05.2008.

· Candidates who have passed any other equivalent examinations in the first attempt with the same group of subjects mentioned above should produce the eligibility certificate from the Tamil Nadu Dr. MGR Medical University before admission to the course.

· In the case of candidates who have furnished the mark sheets of the qualifying examination only in GRADES, the minimum marks of the grades alone will be taken into consideration while determining the marks in the select Science subjects of Physics, Chemistry and Biology or Botany and Zoology.

· Candidates who have submitted mark sheets with GRADES should obtain the statement of marks indicating the actual marks secured from the examination authority and attach a certified copy as an enclosure to the application

· Normalization method will be adopted for calculating the minimum eligibility mark for the candidates who have passed any other equivalent examination.

மருத்துவ நுழைவுத் தேர்வு தொடர்பான அவசரச் சட்டத்துக்கு ஒப்புதல் தெரிவித்து குடியரசுத் தலைவர் பிரணாப் முகர்ஜி அச்சட்டத்தில் இன்று (செவ்வாய்க்கிழமை) கையெழுத்திட்டார். இதனால், மருத்துவ பொது நுழைவுத் தேர்வு ஓராண்டுக்கு ஒத்திவைக்கப்படுகிறது.

தமிழகத்தில் தேர்வு இருக்காது:

தமிழகத்தில் இந்த ஆண்டு அரசு மருத்துவக் கல்லூரிகளில் தேர்வு இருக்காது. பிளஸ் 2 மதிப்பெண் அடிப்படையில் தமிழகத்தில் கலந்தாய்வு மூலம் மாணவர் சேர்க்கை நடைபெறும். இருப்பினும், தனியார் மருத்துவ கல்லூரிகளில் நுழைவுத் தேர்வு மூலம் மாணவர் சேர்க்கை நடைபெறும். தனியார் மருத்துவ கல்லூரிகளில் உள்ள மாநில அரசு ஒதுக்கீட்டு இடத்துக்கு தேர்வு இருக்காது. அரசு கல்லூரியில் உள்ள தேசிய ஒதுக்கீட்டு இடத்துக்கு தேர்வு எழுதியே மாணவர்கள் சேர முடியும்.

உச்ச நீதிமன்ற உத்தரவும் எதிர்ப்பும்:

தேசிய தகுதி மற்றும் நுழைவுத் தேர்வு (நீட்) அடிப்படையில் மட்டுமே நாடு முழுவதும் உள்ள மருத்துவ மற்றும் பல் மருத்துவக் கல்லூரிகளில் மாணவர்களை சேர்க்க வேண்டும் என உச்ச நீதிமன்றம் உத்தரவிட்டது.

இதற்கு மாணவர்கள் மற்றும் பெற்றோர் கடும் எதிர்ப்பு தெரிவித்து வருகின்றனர். இதுபோல நுழைவுத்தேர்வை தாங்களே நடத்திக்கொள்ள அனுமதிக்க வேண்டும் என்று மாநில அரசுகளும் வலியுறுத்தி வருகின்றன.

அமைச்சருடன் ஆலோசனை.

முன்னதாக நேற்று (திங்கள்கிழமை) அவர் மருத்துவ நுழைவுத்தேர்வு குறித்த அவசர சட்டம் தொடர்பாக, மத்திய சுகாதாரத் துறை அமைச்சர் ஜே.பி.நட்டா, குடியரசுத் தலைவர் பிரணாப் முகர்ஜியை சந்தித்துப் பேசினார்.

இந்நிலையில், இதுபோல அவசர சட்டத்துக்கான அவசியம் குறித்து விளக்கம் அளிக்குமாறு சுகாதார அமைச்சகத்தை குடியரசுத் தலைவர் கேட்டுக் கொண்டார்.

இந்நிலையில், மத்திய சுகாதார அமைச்சர் ஜே.பி.நட்டா குடியரசுத் தலைவர் பிரணாப் முகர்ஜியை நேற்று சந்தித்துப் பேசினார். அப்போது, அவசர சட்டத்தின் அம்சங்கள் குறித்து எடுத்துரைத்ததாகக் கூறப்படுகிறது.

குறிப்பாக, அரசு மற்றும் தனியார் மருத்துவக் கல்லூரிகளில் ஒதுக்கப்பட்டுள்ள மாநில அரசு இடங்களுக்கு மட்டும் நுழைவுத் தேர்விலிருந்து விலக்கு அளிக்க அவசர சட்டத்தில் வழிவகை செய்யப்பட்டுள்ளதாக அமைச்சர் எடுத்துரைத்ததாகக் கூறப்படுகிறது.

முதல்கட்டமாக கடந்த மே1-ம் தேதி நடைபெற்ற நுழைவுத் தேர்வில் சுமார் 6.5 லட்சம் மாணவர்கள் பங்கேற்றனர். இதில் பங்கேற்காதவர்களுக்காக வரும் ஜூலை 24-ம் தேதி 2-ம்கட்ட தேர்வு நடைபெறும் என அறிவிக்கப்பட்டிருந்தது குறிப்பிடத்தக்கது.

மே 9 முதல் எம்.பி.பி.எஸ். விண்ணப்பம்: இணையதளத்திலும் பதிவிறக்கலாம்

எம்.பி.பி.எஸ்., பிடிஎஸ் படிப்புகளில் சேருவதற்கான விண்ணப்ப விநியோகம் மே 9-ஆம் தேதி தொடங்க உள்ளது. நேரடியாகவும், இணையதளத்திலும் விண்ணப்பங்களை பெற்று பூர்த்தி செய்து, விண்ணப்பிக்கலாம்.
 இதுதொடர்பாக மருத்துவக் கல்வி இயக்குநர் ஆர்.விமலா, தேர்வுக் குழு செயலர் ஜி.செல்வராஜன் ஆகியோர் சென்னையில் செய்தியாளர்களிடம் செவ்வாய்க்கிழமை கூறியது:-
 விண்ணப்ப விநியோகம் குறித்த அறிவிப்பு மே 8-ஆம் தேதி வெளியிடப்படும். விநியோகம் மே 9-ஆம் தேதி முதல்தொடங்கும்.
 தமிழகத்தில் உள்ள 20 அரசு மருத்துவக் கல்லூரிகள், சென்னை பாரிமுனையில் உள்ள அரசு பல் மருத்துவக் கல்லூரி ஆகியவற்றில் காலை 10 முதல் மாலை 5 மணி வரை விண்ணப்பங்களை ரூ.500 செலுத்திநேரடியாகப்பெறலாம்.
 இணையதளத்தில் விண்ணப்பங்களை பதிவிறக்கம் செய்பவர்கள், விண்ணப்பத்துடன் ரூ. 500-க்கான வரைவோலையைஇணைக்கவேண்டும். 
 விண்ணப்பத்தை அளிக்க மே 27 கடைசி: விண்ணப்பங்களைப் பெறுவதற்கு மே 26-ஆம் தேதி கடைசியாகும். பூர்த்தி செய்யப்பட்ட விண்ணப்பங்கள், சென்னை கீழ்ப்பாக்கத்தில் உள்ள மருத்துவக் கல்வி தேர்வுக் குழு அலுவலகத்துக்கு வந்து சேர கடைசித் தேதி மே 27 ஆகும். 
 40 ஆயிரம் விண்ணப்பங்கள்: இரு படிப்புகளுக்கும் சேர்த்து ஒரே விண்ணப்பத்தைப் பூர்த்தி செய்து அளித்தால் போதுமானது. 40 ஆயிரம் விண்ணப்பங்கள் அச்சடிக்கப்பட்டுள்ளன. கூடுதல் விண்ணப்பங்கள் தேவைப்பட்டால் அச்சடித்து விநியோகிக்கப்படும் என்றனர்.
 மொத்த இடங்கள்: 20 அரசு மருத்துவக் கல்லூரிகளில் உள்ள 2,655 எம்.பி.பி.எஸ்.இடங்களில் அகில இந்திய ஒதுக்கீட்டு இடங்கள் (15 சதவீதம்) 398 போக மீதம் 2,257 இடங்களும், 8 சுயநிதிக் கல்லூரிகளில் 595 அரசு ஒதுக்கீட்டு இடங்களும் உள்ளன. இதுதவிர, கே.கே.நகர் இஎஸ்ஐ மருத்துவக் கல்லூரியில் 65 இடங்கள் என மொத்தம் 2,917 எம்.பி.பி.எஸ். இடங்களுக்கு கலந்தாய்வு நடைபெறும்.
 பிடிஎஸ்: பாரிமுனை அரசு பல் மருத்துவக் கல்லூரியில் 100 இடங்களில் அகில இந்திய ஒதுக்கீட்டுக்கு 15 இடங்கள் போக மீதம் 85 இடங்களுக்கும், 17 தனியார் பல் மருத்துவக் கல்லூரிகளில் 970 அரசு ஒதுக்கீட்டு இடங்களுக்கும் என மொத்தம் 1,055 இடங்களுக்கு கலந்தாய்வு நடைபெறும்.
 கலந்தாய்வு எப்போது? பூர்த்தி செய்யப்பட்ட விண்ணப்பங்கள் பரிசீலிக்கப்பட்டு, ஜூன் 15-ஆம் தேதி தகுதிப் பட்டியல் வெளியிடப்படும். அதனைத் தொடர்ந்து, ஜூலையில் முதல் கட்ட கலந்தாய்வும், ஆகஸ்டில் 2-ஆம் கட்ட கலந்தாய்வும் நடைபெறும் என்று அதிகாரிகள் தெரிவித்தனர்.

நிகழாண்டிலேயே மருத்துவப் படிப்புகளுக்கான பொது நுழைவுத் தேர்வை முதல் கட்டமாக மே 1, இரண்டாம் கட்டமாக ஜூலை 24 ஆகிய தேதிகளில் நடத்த மத்திய பள்ளிக் கல்வி வாரியத்துக்கு (சிபிஎஸ்இ) உச்ச நீதிமன்றம் வியாழக்கிழமை அனுமதி அளித்தது. 
 மேலும், இந்தத் தேர்வுகளின் முடிவை ஆகஸ்ட் 17ஆம் தேதிக்குள் வெளியிட வேண்டும் என்றும் செப்டம்பர் 30ஆம் தேதிக்குள் மாணவர் சேர்க்கையை நடத்தி முடிக்க வேண்டும் என்றும் உச்ச நீதிமன்றம் உத்தரவிட்டுள்ளது.
 இந்த விவகாரத்தில் தமிழக அரசு, வேலூர் சிஎம்சி உள்ளிட்ட பல்வேறு தனியார் மருத்துவக் கல்லூரிகள் தாக்கல் செய்த மனுக்களுக்கு ஆட்சேபம் தெரிவித்து மத்திய பள்ளிக் கல்வி வாரியம் மனு தாக்கல் செய்திருந்தது. சங்கல்ப அறக்கட்டளை என்ற அமைப்பு தாக்கல் செய்த மனுவில் “நுழைவுத் தேர்வு விவகாரத்தில் உச்ச நீதிமன்றம் தீர்ப்பு அளித்த பிறகும் அதை அமல்படுத்தாமல் மத்திய அரசு மெத்தனம் காட்டுகிறது’ என முறையிட்டிருந்தது. 
 சிபிஎஸ்இ முன்மொழிவு: இந்த மனுக்களை நீதிபதிகள் அனில் ஆர். தவே, சிவ கீர்த்தி சிங், ஏ.கே. கோயல் ஆகியோர் அடங்கிய அமர்வு வியாழக்கிழமை விசாரித்தது. அப்போது, மத்திய அரசு சார்பில் கூடுதல் சொலிசிட்டர் ஜெனரல் பிங்கி ஆனந்தும், இந்திய மருத்துவ கவுன்சில் சார்பில் மூத்த வழக்குரைஞர் விகாஸ் சிங்கும் ஆஜராகி முன் வைத்த வாதம்: 
 52 நகரங்களில் உள்ள 1,040 மையங்கள் மூலம் நடத்தப்படும் அகில இந்திய மருத்துவம், பல் மருத்துவ படிப்புகளுக்கான நுழைவுத் தேர்வுக்கு 6,67,637 மாணவர்கள் விண்ணப்பித்துள்ளனர். மருத்துவ நுழைவுத் தேர்வை நிகழாண்டிலேயே நடத்த மத்திய அரசு தயாராக உள்ளது. அகில இந்திய மருத்துவ நுழைவுத் தேர்வு திட்டமிட்டபடி மே 1ஆம் தேதியே நடைபெறட்டும். அதை தேசிய தகுதி, நுழைவுத் தேர்வின் முதலாவது கட்டமாக கருத வேண்டும். அந்தத் தேர்வுக்கு விண்ணப்பிக்காதவர்கள், இரண்டாம் கட்டமாக ஜூலை 24ஆம் தேதி நடத்தப்படும் தேசிய தகுதி, நுழைவுத் தேர்வுக்கு விண்ணப்பித்து எழுதலாம். இந்த இரு தேர்வு முடிவுகளையும் வரும் ஆகஸ்ட் 17-இல் வெளியிட மத்திய அரசு தயாராக உள்ளது என்று வாதிட்டனர். 
 மாநிலங்கள் எதிர்ப்பு: தெலங்கானா, உத்தரப் பிரதேசம், கர்நாடக மாநில மருத்துவக் கல்லூரிகள் சங்கம், தனியார் மருத்துவக் கல்லூரிகள் சங்கம் சார்பில் ஆஜரான வழக்குரைஞர்கள், “அகில இந்திய பொது நுழைவுத் தேர்வை நடத்த அனுமதிக்கக் கூடாது’ என்று வாதிட்டனர்.
 தமிழக அரசு சார்பில் மூத்த வழக்குரைஞர் நாகேஸ்வர ராவ் ஆஜராகி, “தமிழகத்தில் பிளஸ் டூ தேர்வு மதிப்பெண் அடிப்படையில் நுழைவுத் தேர்வு எழுதாமல் நேரடியாக மருத்துவப் படிப்புகளில் மாணவர் சேர்க்கை நடத்தப்படுகிறது; இது அரசின் கொள்கை முடிவாகும். இந்த நிலையில், தேசிய அளவில் நுழைவுத் தேர்வை நடத்த அனுமதி அளித்தால் அது, சம வாய்ப்பை பெறுவதற்கான உரிமையை மாணவர்களுக்கு மறுப்பதாக அமையும்’ என்று வாதிட்டார். 
 உத்தரவு: இதையடுத்து, நீதிபதிகள் பிறப்பித்த உத்தரவு வருமாறு: சிபிஎஸ்இ முன்மொழிந்துள்ள தேர்வு அட்டவணைப்படி, மே 1ஆம் தேதி நடைபெறவுள்ள அகில இந்திய மருத்துவ நுழைவுத் தேர்வை முதலாவது கட்ட தேசிய தகுதி, நுழைவுத் தேர்வாக கருத அனுமதிக்கிறோம். முதல் கட்டத் தேர்வில் பங்கேற்க விண்ணப்பிக்காதவர்கள், மறுவாய்ப்பாக ஜூலை 24ஆம் தேதி நடத்தப்படும் தேசிய தகுதி, நுழைவுத் தேர்வை எழுதலாம். இந்தத் தேர்வை இரண்டாம் கட்டத் தேர்வாகக் கருத அனுமதிக்கிறோம். 
 இந்த இரு தேர்வுகளின் முடிவுகளை ஆகஸ்ட் 17ஆம் தேதி வெளியிட்டு மாணவர் சேர்க்கைக்கான கவுன்சிலிங் உள்ளிட்ட நடைமுறைகளை வரும் செப்டம்பர் 30ஆம் தேதிக்குள் சிபிஎஸ்இ முடிக்க வேண்டும்.
இதன் மூலம் 2010, டிசம்பர் 21-இல் தேசிய தகுதி, நுழைவுத் தேர்வு நடத்த மத்திய அரசு வெளியிட்ட அறிவிக்கை செல்லுபடியாகும். ஆகவே, இதில் புதிதாக வேறு உத்தரவை பிறப்பிக்கத் தேவையில்லை. அதே சமயம் இந்த உத்தரவு, தேர்வு முறை தொடர்பாக நீதிமன்றத்தில் நிலுவையில் உள்ள மனுக்கள் மீதான விசாரணையில் எந்தப் பாதிப்பையும் ஏற்படுத்தாது என்று உத்தரவில் குறிப்பிடப்பட்டுள்ளது. 
 நிலுவை மனுக்கள்: உச்ச நீதிமன்றத்தின் மேற்கண்ட உத்தரவு அனைத்து மாநில அரசுகள், தனியார் மருத்துவக் கல்லூரிகள், நிகர்நிலை மருத்துவப் பல்கலைக்கழகங்கள் உள்ளிட்ட கல்வி நிறுவனங்களுக்கும் நிகழாண்டு முதலே பொருந்தும். மேலும், தமிழகம் உள்ளிட்ட சில மாநில அரசுகளின் மனுக்களைத் தள்ளுபடி செய்யப்படாமல், நிலுவையில் வைத்துள்ளதாகவும் உச்ச நீதிமன்றம் கூறியுள்ளது.

SC allows students who appeared in NEET-I to attempt phase-II, but with a rider

The apex court permitted the central government, CBSE and Medical Council of India (MCI) to reschedule the date of holding NEET-II if they deem so necessary.                   

Ruling that “only NEET (National Eligibility cum Entrance Test) would enable students to get admission to MBBS or BDS studies”, the Supreme Court Monday turned down a batch of appeals by various states to conduct their own medical admission tests for the current academic session.

A bench led by Justice Anil R Dave, however, allowed all candidates to appear for the second phase of NEET – scheduled for July 24, in view of grievances that the students did not have enough time to prepare for the exam. In accordance with the court order, CBSE’s AIPMT on May 1 was considered as the first phase of NEET wherein over six lakh students had appeared.

“To allay any such apprehension, we direct that all such eligible candidates who could not appear in NEET-I and those who had appeared but have apprehension that they had not prepared well, be permitted to appear in NEET-II, subject to seeking an option from the said candidates to give up their candidature for NEET-I,” said the bench, also comprising Justices Shiva Kirti Singh and Adarsh K Goel.

The apex court permitted the central government, CBSE and Medical Council of India (MCI) to reschedule the date of holding NEET-II if they deem so necessary. The conduct of NEET will be monitored by a court-appointed panel, headed by former Chief Justice of India R M Lodha.

It declined to modify its April 28 order whereby the bench had fixed the timeline for conducting the common all-India medical entrance test for admissions to MBBS and BDS courses while clarifying that its directive will supersede all other orders relating to medical admissions.

With this clarification, the court had made it unequivocal that all other admission tests, already held or scheduled for later, for admission to government colleges, deemed universities, private medical colleges, minority and linguistic minority colleges, stand scrapped.

Later, state governments, including Maharashtra, Tamil Nadu, Karnataka, Jammu and Kashmir, sought a modification of this order to enable them conduct their separate exam for this year as one-time measure.

But the bench on Monday referred to a Constitution Bench judgment last week, in which the Supreme Court had upheld the validity of a common admission test (CET) to be conducted by state governments as also the NEET for admissions to medical colleges.

The five-judge Bench had said when the central government issues a notification for NEET and the state governments also want to conduct their own CETs, Article 254 of the Constitution would come into play. Under Article 254, higher education has been placed in a concurrent list with both the state and central governments having powers to make laws. But when the central government makes a law or issues a notification such as NEET, it would override the state governments’ laws.

Quoting from the larger bench judgment, the court on Monday said that while the state governments had the legislative competence to make laws for regulating standards of medical education under the Concurrent List but after the central government makes a law, the Centre’s power under the Union List will prevail upon the states’ statutes.

“Prima facie, we do not find any infirmity in the NEET regulation on the ground that it affects the rights of the States or the private institutions. Special provisions for reservation of any category are not subject matter of the NEET nor rights of minority are in any manner affected by NEET. NEET only provides for conducting entrance test for eligibility for admission to the MBBS/BDS course,” added the bench.
